The reason that some do this is it will allow your bastard sword to do additional damage.

As Dragons1ayer said, taking the THF feats will increase the damage of your weapon. Bastard swords and dwarven axes are a bit unusual in that they are one-handed weapons but when wielded by themselves or with only a shield in the off hand they inflict glancing blows on all the enemies around you, just like two-handed weapons (great axe, greatsword, etc.). The THF feat line increases the damage that glancing blows do and increases the likelihood that other weapon effects will trigger on glancing blows. Also of note is that you will receive a glancing blow on your targeted foe in addition to your regular attack, so the THF feats will increase your DPS even if you are only facing one opponent. So taking the THF feats on a bastard sword and shield user will increase their damage significantly.

Two weapons gain from going S&B; The Bastard Sword and the Dwarven War Axe.

The THF feats improve Glancing Blow Damage.

Without the Feats Glancing Blow damage is 20% of Weapon's Normal. Each Feat adds an additional 10% bringing that Glancing Blow damage up to 50% of Weapon's Normal Damage.
