    Not really sure why you think most people aren't affected (in my experiance, when I inform my party that Ill move to a next level set of quests usually half of them leaves with an excusse that they have to do the leftover quests first).

    And I have no idea why are you defending the system that has apsolutely no benefits and no purpose at all? Plus, it's removal would solve the, as you said, "this not serious problem for most folks". Atleast you acknowledged that it is a problem.

    If memory serves me correctly the 2 Levels - 1XP actually comes from the 3.5 Rules. The reason I believe had more to do with what one could do with Experience Points outside of leveling - such as in crafting or spell casting as some of these have an XP cost associated with them.

    Obviously we do not have any systems the one can alternatively spend heroic XP on.

    So what is its purpose in the game right now?
    1. The most obvious one is that it prevents running quest at a specific level over and over again because a player can get the best XP/Min
    2. It encourages leveling much like Minimum Level on gear/abilities does

    Before Bravery Bonus there use to be an Underlevel Bonus. Allowing players to stay indefinitely at any level could create a situation where players don't level progress until they have reached a goal. Such as staying at level 4 until they can take 10, or holding at 10 until they hit 18 etc. This could potentially segment the players even further.

    As noted by other, you don't have to level when you reach this cap, but you also won't be earning XP related awards outside of rewards like Monster Manual XP earning.

    For example I reincarnated a character that was using an iconic base. I matched a friends level in my progression and proceeded to level with them simply for the fun of running quests with my friend. The advantage I had was that up until level 15 I could level at any time my friend was ready to level.

    So while this appears to be matching a 3.5 XP rule, it also prevents people from staying at a specific level.

    To prove the point, here is how I would abuse this if they removed the capping.

    quickly get to level 5 (or maybe even level 4).

    buy a 50% pot

    Hit all the quests in 3BC on R/E/H/N (these are QUICK quests that give a ****-ton of XP)

    I'd probably be around level 8 or 9 or 10 at that point, but i could stay at level 5 or 6 to get max XP from all those.

    Level to 9 or 10.
    Run Von 3 R/E/H/N, then Spies in the House R/E/H/N, then shadow crypt R/E/H/N (I have an opener on my F2P second account)

    I'd likely be able to level 14 or 15 now,

    Then I have Gianthold quests, LOD chain, Missing, Sane Asylum, Wheloon, and orchard quests to get to 20.

    So, I could easily get to 20 by only doing about 20 to 25 different quests.

    If you had 5 like-minded friends/guildies, you could probably do all that in a day or 2.

    And you might say: "Who would do that... that sounds boring?" Well, people who are getting all those past lives for quad-Triple completionist (or is it triple-quad?)

    It happens on some other levels, lvl 5's, lvl 7's (thoseare really nice and fun quests I could spent 365 days in pit), lvl 9's. Somewhere after sand/start of GH I have exp problems again (ofcourse I have to postphone the saga exp rewards for lvl 19). Similar case is for epics, it is bit easier to manage there because of the wider exp gap for streak bonuses but still I sometimes run into exp problems there.

    So again, please why does this mechanic exist? Is it some leftover from 11 years ago?

    As a long time PnP player this rule is most likely a holdover from the actual RPG tabletop game. In AD&D 1st, 2nd editions and OD&D which I have the most experience) the rule went like this: "No player can gain more experience at any one time as to place them higher than gaining a level of experience. Anything earned over that amount will be lost and the experience gain will be halted just short of gaining 2 levels or more."

    The reason being that leveling up too fast in the PnP game with out proper play experience will lead to complete party disaster as DM's and Players gain power in TOO QUICK a period and cannot adjust their game challenges accordingly.

    Also, in DDO there are so many more low level quests that banking xp helps a player stay in the most positive xp gain tier possible. So, maybe it is a holdover from PnP with practical in game use.
