20 heart of wood - where is it?

I am thinking about returning to the game and re-do my main character however I need to swap his levels...

I cannot find the 20 heart of wood in ddo store? Is it perm gone?

The 20 heart wood is not a permanent fixture of the DDO store.
It is a limited time offer type. So you need to wait for the sale.

+20 Heart should be a permanent feature and everything else should be scaled back in price. People would buy many more hearts if they were reasonably priced.

As it stands I buy 3 a year, maybe. I'd buy one a month or more with reasonable pricing and always available +20's. I'd probably buy 2 +1 hearts a month at 495 pts. I'd buy a +20 every other month at 1395 pts. That's 990*12 + 1395*6 = 20,250 pts a year on hearts whereas the current pricing sees me buy 1195*2 + 2495 when a +20 is available = 4885 pts a year, maybe with an additional purchase of a special sale heart in there somewhere.

I probably spend 20-25% of the amount of pts on hearts that I would spend if they weren't priced in a way to be luxuries instead of being priced as a normal expense.
