Extended Displacement

Quick question please.

How do you get Extended Displacement? is this a new spell? or a feature on a piece of equipment?

1. Be able to cast Displacement as a spell or a spell-like ability.
2. Take Extend Spell feat.
3. Drag Displacement to hotbar.
4. Right-click it and set to always use Extend Spell.
5. Click the hotbar to benefit from extended displacement.

If by some chance you take tier 5 harper, you get a 2AP free extend even without spellcasting ability. It is aitomatically applied.
I used it on an elven dragonmarked melee monk rogue build.
