Math on Effectiveness of Dragonbreath

Many of you are wondering how effective Dragon Breath is...
Dragonbreath is ~20% the effectiveness of energyburst at cap, regardless of casterlevel.
Without intensify it is ~19% the effectiveness of energyburst.

Caster levels work equivalently so in comparing Energyburst to dragon breath we can derive the following:

Dragonbreath: (1d6 + 3) @ 50%, but affected by metamagics
Energyburst: (1d15 + 15) @ 100%

Electric Spellpower(@ lvl 30): 800
Maximize: 150
Empower: 75
Intensify: 75

((3.5+3)*(1+(.5*((150+75+75+800)/100))))/((8+15)*(1+((800)/100)))=0.204

~~

So if your Energy Burst Crits for 30,000 points of damage then your dragon breath could potentially do 6000 points of damage.
For reference, this is about the amount of damage that a single lightning bolt does (that doesn't fork) for an Air Savant, fully spec'd.

Is dragon breath free in terms of SP like the Wiki says?

Cos if it is, surely it has to be worth having it and using it when off cooldown just anyway? Energy Burst is 20SP after all. Do they share cooldown?

Sorry to be asking basic questions - I won't get opportunity to play dragonborn till they're on sale, and even then not till a convenient reincarnation, so I'm kinda stuck on whatever the wiki says.

I'm running a blue db right now
The breath is spectacular
It may not scale into epics,
But heroics is doing great
With maximize and empower metas...
And 25 sec cool means it's in the rotation
It has a long cone so great aoe on mobs

I'd like to test these numbers,
But I'm not going into epics yet,
What with the reaper racial train going on,
But I will revisit later down the road
When I got some caster past lives

Sounds like a no brainer to me then, if you're an evo specced dragonborn of some kind planning to run in draconic incarnation. Which thematically at least is appealing. Am now tempted to make Dragonborn Sorcerer, once I do buy dragonborn.
