Default Memoirs of an Illusionary Larcener

I've been running this 13th level quest on normal from 13th to 15th level and it seems the loot level is dropping. In my first 5-6 runs I got 2 of the ML 13 named items but now, at least 5-6 runs later, no named loot and ML 6-7 randoms. I keep trying to get the pansophic circlet but the loot level drop has me worried. Does it matter that I still have the other 2 named items in my inventory? Will that prevent them from coming up again (good) or reduce my chance for another named item (bad)? And why is the loot level dropping so drastically? I don't have a lot of experience farming for items so any feedback is appreciated!

    From the DDO Wiki:

Looting a chest too often within a certain span of time can temporarily reduce the quality and amount of treasure that chest generates for you. This is to prevent players from farming the same chest over and over, especially chests that certain builds can reach quickly and chests that contain highly sought named items.

Every single chest in the game has its own chest ID and "ransack timer". Timers are tracked separately for each character. They are not tracked separately for each difficulty level (with a couple of exceptions).

When a chest is opened: if there is no active chest timer for that chest, it generates normal loot for you and the game starts a secret timer that lasts exactly 7 days (168 hours), right down to the minute.

Normal loot drops the first through eighth times you loot that chest within those 7 days (counting the first one that started the timer).
Starting on the ninth chest looting: you get a ransack warning notice, most chest-specific named items cannot appear, and the chest's loot level is reduced by 1 for each time beyond 8 that the chest has generated loot.
You get no loot at all once you've driven the loot level to 0.
How long this takes depends on the initial loot level.
Effectively, you can loot 8 times per 7 days without ransack. The 9th looting is the first to be reduced (and have no named loot).
The ransack timer counts down even through game updates and server outages. Once it runs out, that chest refreshes completely. It'll provide full loot and start the timer again the next time it's freshly opened.
A wise man once said that if you don't know the answer to something there is no shame in simply saying "I don't know."

So does that mean I have to wait 7 days without running the quest for the ransack bonus to reset?

I just ran this quest twice on a fresh timer and re-rolled the loot 3 times each without any named items. I realize this could be bad luck but I am level 19 and the quest is level 13. Any chance the level spread is adversely affecting the loot roll? I'm so sick of this quest that I might give up and try for the epic pansophic circlet at level 28-30. Thanks.

No, level spread does not affect drop rates. I'm pretty sure that that chest re-rolls DO add towards ransack.

Well Steve_Howe is almost correct in this instance. As it concerns loot you can still run the quest, you just don't want to loot any chests for the 7 days to reset. Of course that does mean you will continue to have the XP decrease.

As someone who frequently rerolls I can assure you they do NOT.
