Let us turn in old S/S/S ingredients for PEDs

maybe:
Shard=2 fragments
Seal=1 fragment

This way these SSS drops gain a whole new use as part of the Cannith Crafting system. It will make it easier for vets to craft unbound stuff, either for new players or guildies (or the AH).

It would also free up my green bags...
