I think Voodu's suggestion for the Scroll/Seal/Shard mechanic was the most straightforward. Arkat's solution helped the long-term veterans the most, and Patrick's idea was most consistent with way DDO currently deals with raid loot. It, however, does not address those epic items you can get in non-raid quests.

It may not have been clear, but the "Raid Rune" idea was more about applying that mechanic to packs that have scroll/seal/shard mechanics in their capstone quest, even if not a raid - like spinner of shadow or under the big top

Who would ever think that a halfling is more attractive than a gnome??? I could never get beyond the half deformed egghead look of the halfling, but the breakdance that the male halfling has for a dance is its saving grace (and heal in the racial tree of course). The thing I really like about the gnome is the way they stand, they kind of have a posture where they lean back a bit and have a fanciness about them.

This comment goes for the DDOCast 466 discussion you had about shields but I could not believe the half disregard that one of your guests showed for the Battered Marketplace Shield! I have one on all four of the characters I play and with its stacking haggle boost makes for a part of the set I use whenever I do a big sell. When I do a sell at cap with the best heroism, charisma boost item, luck item, haggle item and the battered shield I can get an extra 10k plat off the sell. That is nothing to scoff at especially for players who are relatively new to the game. (or penny pinchers!)
