Until you TR you can't have better than a 28 point Drow, with Champion status still giving just 28 build points. That's the trade-off for having +2 Dex, -2 Con, +2 Int and +2 Cha.
However you also get the equivalent of a 32 point build on the first Drow you create, whether you have Champion status available or not.
Drow used to be the best race for many builds back in the day when AC and Dodge and melees in robes were a big thing. Now they're just another good choice with a glaring deficit, the -2 Con, unless you can take advantage of the boosted stats in your build.

No, but if you need/want high starting numbers in two or more stats, Drow can end up with more effective build points than other races. Say you want 20 in dex and 18 in int, a Drow spends 26/32 points and has 6 left, a Halfling spends 32/36 and has 4 left. The difference is even more pronounced if you compare to a Half-elf, for example. The Helf would spend 32/36 points to get those two stats to 18, the Drow would spend a mere 20/32 to achieve the same.
Basically, if you're playing something that requires combinations of high-ish numbers in dex/int/cha, a Drow can leave you with more spare points than other races. However, considering that today's game is very much about maximising DCs/damage and that you see +6 or +7 supreme tomes whenever someone posts a build, this is probably not a that great deal anymore.
When looking at trade offs of Racial adjustments vs Spending Points you have to remember those +'s from racial can be more valuable then 1 Attribute Point. Of course you have to balance that with the Racial Attribute penalty also has a cost.
The Value of the +'s and minus' are really calculated at the Top end of your point spending. If the ending value is not above 14 then it is even 1 for 1. But if the ending is 16+ then the value of each is based on how much it would cost Attribute Point wise to raise.
Drow is a great racial choice if you can capitalize on at least 2 attributes even better if you can capitalize on all 3.
Paladin is a good example of being able to capitalize on all 3. Dexterity for better Dodge (physical damage avoidance) and Reflex Save, Intelligence gives more skill points makes it easier to qualify for CE for a tank build, and Charisma is a primary attribute that powers Lay On Hand and Smites as well as potentially powering Divine Might.
Sorcerer and Warlock also benefit as the higher Intelligence powers skill points as well as Skills like SpellCraft. Dex the Dodge/Saves and Charisma is main caster attribute. The starting of 16 vs 18 Constitution is less an issue as these classes generally spend in these two areas.
Artificer does well with a Int/Dex boost and the Cha boost while not as important is useful, rogue also can make use of this stat spread but the con hit hurts it more as the Artificer can have the dog built to draw attention to it instead of its master. When I Tr my rogue back to artificer I think I will go drow as I think I can mitigate the -2 in con by the time I hit epics again.

That being said, Aasimar gets +2 Wis (and a +1 to Con/Str/Cha, albeit not in the base stats) with no racial penalty and Dragonborn gets +2 to Str and Cha with only one penalty, -2 to Dex. Seems like the powercreep snuck in there and didn't update the drow. You *could* say the other racial feats outweigh it, but I really don't think that's the case. The spell res is meager at best, and compared to the 7AP for regenerating racial LoH that Aasimar get it's nothing.
The Con penalty does make sense, since they're an elf though. I'd hope for a +2 to build points at least, and maybe a boost to spell pen
