i've ransacked the chest twice now without a drop , once i never even saw the rare mobs spawn "scortchtusk" but the chest was there on the ship.....is it possible to see the wraps drop without him being there? and how rare is the drop when he is actually around?

Finally was able to get these on 3rd character , and it is possible to acquire when the rare dude is not there , if anyone was wondering.

Found a pair on the Khyber AH for 2,500 PP.
