I would like to give a friend a 60 days VIP for DDO, but is it at all possible? If so, how do you go about this?

The DDO Market FAQ and the FAQ for DDO has no info regarding this, other than "GTC (Ultimate Game Card)", which is/was a physical object you had to buy at a store, afaik, and not something you could get online. Or is/was it?

You would need to purchase a 60-day code from the DDO Market here, then give the code to your friend.

Then s/he needs to login to the game, open the DDO Store, and enter it on the Redeem Code page.
