It has already been endorsed by the Cannith population as if it was actually already implemented :-P
Imagine the fun it could be and imagine the motivation it would give people to get a full tree or two!
It could be like an epic feat you can take once you have a full reaper enhancement tree.

I can see the appeal, but it would turn Reaper into a game of seeing who can get in the last hit on champions. Lots of "Hey guys, stop dps on low-health champs so I can get the buffs", "switch off that IPS you moron", "omg why'd you cleave" and generally unnecessary drama over who stole whose kill. No thanks.
