ToD and Reaper

So, I'm trying to wrap my head around this. Tower of Despair is a base level 20 quest and still considered Heroic. If you were to do this on Reaper, you could be no higher than level 22. Level 22 is considered an Epic character, yet you cannot get into Heroic reaper while being Epic level. Does this mean that in order to run ToD, you would have to be no higher than level 20?

Can anyone shed light on this for me?

I'm pretty sure if you've ever activated any Epic Destiny, you're an Epic character. So except for first-lifers who haven't talked to the Fatespinner for the first time, think you would have to be no higher than level 19.

Just for the hell of it, I wanted to see what would happen if I tried to enter ToD on Reaper with an epic toon. I took my level 22 artificer and was able to walk into ToD on Reaper with no problems. When I attempted to enter ToD on Reaper with my level 30 toon, I got the more than 6 levels message. I don't have any toons in between those levels, so was unable to test levels 23-25 (26?) to see if the would be able to enter.

It just confuses me because it is a HEROIC quest and per the established reaper rules, an Epic level character should not be able to enter. Maybe SSG made an exception for quests that have an effective Reaper level that's over level 20. Need to test on some of the lvl 19 quests.

This is interesting. There are a few level 20 quests that are Heroic only and I also got the impression that if you were an epic level character you would not be able to enter.

When I hit 20 I'm going to see if it will let me enter Dreaming Dark. I think that one might be fun on Reaper.

Isn't specified in the quesr/diff selection? Well, it's ddo, i mean... Litany has the tor loading screen, legendary shroud says epic shroud before choosing between heroic and legendary

Sorry, but that is incorrect. Heroic characters cannot enter epic quests, but they can enter ToD. ToD is a heroic quest. There are both heroic level 20 quests and epic level 20 quests in the game.

However, it was stated several updates/years back that for purposes of bravery bonus, level 20 quests are treated as epic level 21 for XP purposes and allow for characters of level max level 23 to be in party. So you are right. Heroic characters cannot enter Epic quests but for XP purposes ToD is an "epic" level quests since it is 20.

I feel Reaper Difficulties should be allowed for epic level characters that are within the bravery bonus range of heroic quests like High Road, Storm Horns, Amarath.

Maybe a dev can provide some clarification. Are level 20 quests considered to be epic quests for the purposes of reaper?

It almost feels like running Reaper difficulty @ character level =< quest level on normal is an "under level bonus" corrupt a wish style.
