How is Reaper going to work in terms of favor and xp?

For example, will doing a Korthos quest on reaper let me get elite-level favor and some xp if I run it at level 30?

Elite favor, no xp.
The xp is dependent on quest level in the same way elites are. (I.e., an over-leveling penalty at some point.)
Epics are a little different.

They haven't commented much on this though, so this is from what I saw, and 1 post by Cordovan(?) I believe.
