Every other bard level.
The only way to get lore feats is levels in an appropriate class.

Well i was refering to other then class related options.
example: item enhancements, buffs ect...

In pnp is a proper skill, in ddo... It's something weird, it doesn't appear in the skill tab, so it's not affected by stat modifier and has no gear/enhancements to boost it, and u can't spend points in it
