One Piece anime build.

dont know if any of you watch one piece anime, but im trying to do something interesting
I took all the devil fruits shown and randomised one, I got the snow-snow fruit

Im trying to emulate that in the game. for those of you who dont know it, it has the ability to control and turn the user into snow and ice

so I figured so far a sorc water savant/something with water elemental and all the ice SLA and some from book too such as fog and web (to emulate the ice traps)
I plan to focus exclusively on cold spells (terrible idea I know) and some buffs in addition.

the secondary ability of it is incorporeality (attacks pass through) and solid ice barriers.

for this I was thinking of AC, displacement, hitting 25 dodge, and some form of incorp. either 10% from gear or one of the 25% destinies.
for the defense barrier, I was thinking of stacking PRR and MRR, with a focus on phys, and maybe some DR?

lastly, its able to regenerate itself, so I was thinking halfing with 14 points for 3 dodge and heal mark?
another option is to take the improved wand healing from EK and it do that way, but it seems less flavorful.

and it has a weakness like all devil fruits that you cant swim period. so any quests that involve swimming id have to skip or find another way.
I know its useless in epic, and I know there will be some enemies thatll smash me, but Id like to do it anyway

any thoughts from pro builders?
mostly i dont know about feats.

this is what i have so far:

20 halfling sorc

t5 water, halfling up to heal mark 3 and dodge 3%, some point in EK for imp mage armor and imp shield SLAs (maybe light armor)
if theres anything left, id put it into air but not for the spells, just for the spell pen.

stats:
str 8

int 10
wis 8
cha 18

all levelups in cha.



spells in brackets are things im considering for the last slot or to replace a spell later.

tier 1:jump, expeditious, detect doors, magic missile,(protection from evil)
tier 2: invis, gust, web, knock (blur)
tier 3:displacement,chain missiles(frost lance), sleet storm, (deep slumber/dispel magic?)
tier 4:ice storm, force missiles, solid fog, DDoor or (lesser globe/phantas/stoneskin)
tier 5: tele, mind fog,niacs cold, (cone of cold/break enchantment)
tier 6: freezing sphere, flesh to stone, (summon 6/globe of invul/tensers/Gheroism)
tier 7: finger of death, 2(wave of exhaustion, stun/mass tele)
tier 8: horrid wilting, polar ray, ottos/stun
tier 9:hold monster mass, power word kill, energy drain/banshee (enervation?)

at the moment mostly i just need help with the feats.
I need to drop 2 but I dont know what to cut.
and I dont know if I should go evocation focus +greater + epic with spell pen 1 or do the reverse.
I get more DC and more spell pen from enhancements and epic stuff, so i dont know?
also I hav no PL and only 32 pts.
