I have not seen it very much today as of yet, but it might be an issue with the game logic in regards to 'red named' monsters on elite not being always 'red named' on other difficulties. Just a thought.
I would have a sig, but Someone might be offended by it so I will just list characters.
Vicinity, Proximity, and far to many bank toons too list.

Just before the shutdown I found myself trying to keep Brawnpits alive against 2 orange fire elemental champions on a solo run. It didn't end well.
Please fix it. Those that want red name champs to be WAI will soon have Reaper to play.

Dont know why red names cant be champs, its the boss of a dungeon and should pose some threat to the player
I had a champ blackthorn the ogre in P2 slavers LE and compared to any other run he was actually tough and i had to atleast watch my health and when i was standing
While I understand the red named champs was not something working as intended. I will admit that they did add that extra twist in when they did spawn - Like running Dreaming Dark on Heroic Elite and having the Dreaming Horrors spawn as a Champ - Which are already tough but now with extra damage and Hit Points.
I look forward to Reaper and understand this should be resolved - But it doesn't mean I won't miss them.
So make the individual boss on elite tougher but not randomly so. That results in disproportionate challenge. This means one group can get end boss with no champ buffs, quest and time spent = success, second group get end boss with minimal champ buffs, quest a little tougher but still success, third group get toughest combo of champ buffs on end boss unexpectedly and quest fails then their time feels wasted. Not because the group couldn't handle "challenge" in the general sense but because the end boss was "randomly" buffed with abilities not meant to be faced in that combination or at that level or in combination with that boss' own unique buffs and abilities.
I appreciate that some players have ground out their raid gear, and past lives, and tomes, and min-maxed their characters to reduce and overcome as much at level challenge as the game allows... and I wish you well in Reaper, may it bring you all the challenge and soul crushing tears of frustration you desire.

This really applies to all champions - and why there are a group of players that don't like them.
One solution is to reduce damage spikes and introduce other forms of challenge.
It could be buffing all other mobs damage but I prefer simply having a saving throw pass (all players can now fail saves) with less spike damage (remove champion damage buff).
Yeah, today I was soloing EE Brothers of the forge on my meele monk/fighter, and after like 20 min of quest i arrive to the end fight and guess what, champion gorrin or red name, but i didn't surrender and fought him, 3 times that nasty artificer spell that stuns you got me, used the ld unstoppable, then harper pin and the other i guess i was lucky because could recover just in time from the stun and thanks lord i am a bladeforged so could recover quickly with reconstruct. After some time between kiting a lot, jumping like chicken and using whirlwind plus a lot of displacement scrolls because just have 2 clickies that were burned before half of the fight, i was able to take down the champ and claim title of young lord of constructs from my master the lord of blades, lol.
The Hatchery
Last tr Sannyasi in monastery of the Scorpion was a champ with damage boost and ignore fortification.
Every hit was 500+ damage because the crazy sneak damage.
Champs are lame unless you get some unluck combos like that.
I just wish all champ mobs were immune to spells and ranged damage too, Why just damage boost to all of them?
Still a thing.
