well its ONE F2P quest so, meh, who cares?
that being said, the heroic neclace is ok for TRs, and the epic one will at least be pretty shiny to some non crafting first lifers to get defenses up a notch ...

I can't see this become useful gear (I abstain from commenting on rune arms) for anyone but the least geared (necklace).
So the quest will be run a few times to check it, but I do not expect to spend much time in there.
Oh btw, thank you for confirming that with slavers you fked up power calibration of all new named items.
For me it's the opposite. Its one free quest in 3 months, next update will be in 3 months as well. So one free quest with no replayability will mean this quest will be forgotten, just like the Update with the Mirror quest.
Should have something to replay it at least. Hope at least its not as bad as Memoirs story/dungeon wise.
This is a level 28 F2P quest with items that can be pulled at any time. Slavers is a Legendary quest with end gamish loot that has to be ground repeatedly to attain and upgrade. Not everyone can blast through LE content and having to run Slavers on LN or LH makes grinding a very long process. Plus with no end reward until you complete the entire Slavers chain makes it less desirable to run.

It's a F2P quest in the (heroic) teen level. It has replay value for that alone. It will be run every life by every TR not for the loot (TRs have all their leveling gear). Also, it's another new quest in the 'quests are getting tough to solo range' that many first lifers experience.

Effects on it dont look very interesting and isn't any epic craftable ones, as you cant add a ml shard to them then thr scaling effects can only reach level 19

The snowball.. flies on a snowball trajectory in the direction you're facing - i.e. not lightning speed in a straight line like all other ranged weapons / projectiles. This makes using the Snowball in combat fairly impossible.
As for cosmetics, the returning snowball has the same look as the non-returning snowball, which you can get for free until today in this week's DDO store giveaway. Use Coupon Code SNOWAMMO 1/Account.

Rune arm looks alright..
..nothing stands out as ooh I can use it for 'x' situations.
..but there are a limited selection of rune arms...bludgeoning might have some niche potential.. book throwing visual effect....
Necklace.. meh.. nothing stands out here...
..a few extra points for sheltering, and some mediocre Con given the level comparison...a filler slot for alts....

Snowball.. garbage... its a friggin dart... and BTC... and.. (1d2 20/x1).. pft,...
..returning Darts are worthless garbage especially with that crit profile, don't even understand why they are even still in the game..
Especially considering Darts have no speed throwing, or enhancement boosters, or .. anything... to even consider making it useable... on any build....
.. at least a shuriken would have been almost interesting..
...well at least it can be converted into a cosmetic...
If you are going to insist on the returning snowball being a low damage dart..
.. at least give it a random chance of procc'ing 10k snowballs., snowstorm on crit.... massive damage vs fire elementals, ...something ,,,,, otherwise its just a puddle in the bottom of a chest...

this comment is exactly why some people can't take you serious. really? people will run this because its another free quest. some of you people can say it won't be ran all you want but its one more quest they have to run.
i might use the necklace on some toons. its not that bad. i might not use it on legendary but i could for heroic. the other 2 i did laugh at. snowballs and books. lol. i swear sometimes players here remind me of players in the rust forums or Destiny.
Won't comment on the runearm as I don't have any artificers to speak of.
The necklace is very OK. It would be a great add to any first-life f2p character who picks it up, almost regardless of what they're wearing already. (Both versions, but especially heroic). For a twinked-out TR grinder or Max level completionist, it doesn't really offer anything, as the stats it gives these power builds probably already have, very possibly a better item with each. For this part, the main problem of it is the ML 14/ML 27. With the current scaling scheme, if the necklace was ML 13, it would have nearly the same stats with a lower ML, while if it was ML 15 it would have significantly better stats for just +1 ML. However, for a first-life f2p player, such small tweaks are minor compared with the probable upgrade an updated sheltering/con item probably will be for them.
The snowball, probably will be purely cosmetic. I like to think of the critical cold effect to be a bonus effect to make up for the base damage and critical profile on this thing. Which leaves the weapon with cold effect, humanoid bane and frostbite. Cold and humanoid bane are pretty standard, run of the mill weapon effects that you can find on any random loot or cannith crafted weapon at this level (which happens to be a bad level for weapons too). While Frostbite is a pretty good effect if you have a bunch of cold damage to deal... which thankfully the weapon does provide a little of. In all; it's an okay dart, but darts are pretty bad and this weapon won't be something someone wants to form a build around. However, if they happen to have (or want) a dart build, this might be worth picking up and using.
If the loot isn't worth fitting into a build or evolving a build around... it is worthless..
One and done quests are pointless content adventures..
The loot I have seen so far for this new content makes this a one and done for favor run.. or.. skip as pointless.
Slavers loot makes slavers worth grinding as many times as it takes to craft great useful and reusable BTA gear.

This game is designed to be replayed. Not just a few times, but a lot. This is because we don't get much new content. Max XP or at least comfortable XP routes are already the circuit in which most players move, and they deviate from it for items only.
By saying that the current loot is not that bad (and it is), we are doing the game and the devs a disservice.
It is bad and it won't get used. The only exception is as you say the neck on heroic, but hardly worth going out of the way for it. There is no reason to waste art resources and dev time into write trash loot. We already have an enormous amount of trash loot, including the vast majority of what was introduced in the last 2 years.
I just noticed, so no matter what level the rune arm is the charge damage stays the same... a bit lame imho.
Also the snowball with a 20X1 crit profile...and being a dart... whatsup with that?
