This and wand quivers and potion belts/bandoleers have been suggested since, well since the earliest I came to the forums which was in 2009. IIRC, in the past they told us they don't have the tech for it, allegedly they can't make it so that we can quickbar anything inside a container that sits inside our inventory or something to that effect.
A possible solution would be to sell an inventory screen that is labled Potion Belt (for example) and only potions could go in that tab and that tab would be selectable on our inventory screen separate from regular inventory tabs. They could then do the same with a Scroll Case inventory tab, and maybe a wand quiver tab.

Back in the day*...
There was a big thread about adding spell-component bags. A Dev-at-the-time came in, and posted that the DDO engine had problems using the comps in the bag in order to cast the spell. If the spell-component was in the bag, the game engine couldn't "see" it, and the spell failed. They couldn't get it to work without major rewrites to the game code for how spells work. And while they never directly said so, it was alluded to that same issue affecting scrolls, potions, and wands.
I'm not sure about how quivers rectified that issue, or if they're even related. Quivers weren't in the game at that point. And, I imagine the quivers action of spitting out a complete new stack of arrows or bolts into the Ammo slot on the Inventory screen is where the difference lays... but not for sure. Since we've always had an Ammo slot, and never one for spell components, scrolls, wands, or potions - that might be why quivers work and other containers for active-use items haven't.
Just armchair-quarterbacking here - but that's my layman's analysis of the whole shebang.

I remember something is different about quivers, maybe Memnir is right it has something to do with the ammo slot, but I don't have the answers just vague memories of this topic coming up with the devs in years past.
I also hotbar particular ammo from my quiver but have you ever noticed that it not only puts the selected ammo in the ammo slot but also dumps an extra stack in your inventory? It can be annoying to open your inventory after a quest and see many, many stacks of ammo taking up space out of the quiver.

Frankly I'd be happy with a scroll case that couldn't be used from the hot bar.
- It satisfies the roleplayer in me as I fumble about for a rare scroll that I know I have in there somewhere!
- If it could auto-gather, it would be a blessing at loot time, there are times recently when I've seen 4 or 5 scrolls in a chest just waiting for to fill up my packs.
- If I scroll heal, a place where I can store an extra stack of 100 heal scrolls without using an extra bag slot would also be nice.
- If my next life is a caster that uses a spellbook this would be a great thing for preparation
- Just knowing the rare scrolls and only keeping those for guildies, alts or auction house would be nice.
- Playing with some of the oddball spells that I never memorise just for fun and novel strategies
- My Artificers would probably scroll a little more often, their bags normally being full of repeater/runearm combo's and quivers.
Of course there would be some power creep at the lower levels, having every spell at your disposal, but I think we're beyond that point these days.

This is a great point, and possibly a perfect middle-ground solution. Scroll cases just for storage, but you have to take any scrolls OUT of the case to hot-bar them - voila, easy coding, and still very useful.

Could have diff capacities, sim to quivers - thin ones that hold "a lot" of a few types, wide ones that hold "less" of more types, etc. DDO Store could sell the best, and that would make them happy. Put a low-character-level limiter on larger ones via House P favor (adding to that element of the game). Win/win/win.
And just like quivers and bags, some of the lowbie magic shops could sell the smallest ones to get players introduced (read: addicted) to the concept:
o Tiny, thin scroll case: 3 types of scrolls, 10/stack*
o Tiny, wide scroll case: 6 types of scrolls, 5/stack*
Or whatever. And then up from there.
* Altho' painfully small, these initial, low-character-level values would still be a HUGE improvement over what is available now, which is "nothing". Just as a Tiny Hireling folder (2 slots, 5 deep) is valuable if used wisely, 30 scrolls in 1 slot could be equally valuable. The hotbar links could be made ahead of time - dulled out when the scrolls are in-case, but they'd go live if/when the scrolls are placed into inventory before/during questing.
And an auto-gather on the Tiny/Wide... money for loot gathering, and organizing afterwards.
