Shared Bank Storage NOT on Sale

I was excited to read in the latest sale "Shared Bank Storage 20% off".* But, only "Shared Bank: Item Storage Upgrade(s) (+10 slots)"* are on sale, not "Shared Bank: Item Storage (20 slots)"* - is this as intended? If so... pretty poorly worded advert, misleading and disappointing to advertise them all but only sell some. You didn't say "Upgrades", you said "Storage", and that's exactly how the basic 1495 TP 20-slot bank is labeled.
