If you're referring to Weapon Master: tier-4 Weapon Specialization still requires Greater Weapon Focus feat, which in turn requires ftr lvl 8. So you can't take either with this level split. Highest you could climb is tier-3 Weap Spec and only if you take Weap Foc+Spec feats.

Oh right, and don't forget PDK always start out as ftr; are you really gonna pay for an LR +1 to take monk first?
