Blue bar is limiting ... the only way really around it is ... LGS sp items, Sorc or FVS for double spell points, etc, etc ... Average cleric i've seen has 3.5K sp ... top of line sorc/fvs has 6-7K but more like 4-5K on average.
If DPS is reduced ... OR ... CC mob cooldown is reduced, then you need to cast more spells more often to DPS or CC ... again the math doesn't add up and blue bar is limiting even with SLAs since only Bard has Mass Hold SLA (which still costs 50sp). Conjuration specialist can SLA Web and Stinking cloud but without helpless.
While I agree this does seem to encourage group play rather than solo play (with casters at least) ... if you have to time manage your greatest assest to the group and are rather useless the rest of the time ... seems like a tough trade off. This is why warlock with spell power based abilities and no blue bar is appealing ... you never run out of dps (or contribution) to the group ... similar to melee or ranged.
I would just do away with blue bars and increase cooldown times of spells and any metas added would also increase cooldown times. SLAs would now remove the additional cooldown times of metas rather than spell point costs (since there would be no spell point cost anymore) ... this would make players re-examine and use their full list of spells available much more than now due to blue bar limitations.
Could also change shrines from use once to reusable over a period of time.
or add better mana regen options.. blue bars got a bit of a screwover with the evolution to temp sp that disappear over short durations..
while it was fine for the shiradi builds with low sp cost and high proc' rates it was not useful to most mana dependant uers.
conc-op/torc became worthless when mob damage exceeded any potential sp recovery vs incoming damage.
Things like Vile blasphemy are extremely difficutl to get and don't regen very many sp over time.. they worked fine when the game was level 16.. not so much for epic+... and of course there was viable alternative or upgrade versions available.
Even scroll resources haven't evolved for epics.. no options for casters to use class levels or enhancement trees to up the level of scrolls/wands that were useful in level 4-16 content.to the casters these resources became useless in epics.
While heal scrolls may be useful for one off castings, it has lost its value as a cycle between spells/wands routine as an active healer.
Some players are fortunate enough to have farmed bauble, ring of Spell storing.. or do the turner trade in for the med eberron shards to get the mana clicky.. but even then... that just stems the flow...
Many players have opted to evolve the builds to be less mana dependant.. it is one of the biggest draws for Warlock.. Mana caster when you need it.. eldritch attacks when you don't.. fits a nice void of versatile class.
As to Mana in Reaper...I get the impression that there will just be a trend to recall to reload sp/repair and re-enter quests instead of sucking mana pots.. for those caters that are heavily mana dependant.

Lots of discussion on casters and the troubles they have in Reaper. My question is, which classes are able to solo Reaper, and how much HP, PRR/MRR, etc is required to be able to solo?
One thing I do agree with is that the reduction in time for CC is silly. If casters are going to struggle to kill mobs, at least let their CC be enough to encourage them to be included in groups...
