Was there ever an official solution to this issue?

My notebook decided to quit today during a Windows update. I got a new one, downloaded the steam DDO stuff and now I can not enter the game. I downloaded the older C++Visual version, but I can not install it, because I am told that I already have a newer version installed. The "continue" button is greyed out.

Just today I broke my DDO by installing that 2005 C++.

I am running windows 10, installed from DDO site, and game was running fine.
It does ask permission to install that C++ each time I run it, and I click OK, but I think it does not install anything.

When I actually installed that C++ packet from 2005 manually, the game did run, but switced to desktop within one second each time I switched to the game window. I got the game to run again by installing newest Visual C++ distribution from microsoft site.

I have 18 versions of C++ Redistributable from 2005, 2008, 2010, 2012, 2013, and 2015 on my Win10 system. It must be the new Pokemon.
