Soul Gem: Dragon?

This will be very helpful and should go to the wiki. Yes, I got the regular soul gem in heroic, but I was thinking it might be possible with scaling that you could get a strong soul gem so it's best to solo. Level 19 is borderline for sure as i used to get strong earth elemental gems (forget exact name) from a level 17 quest on elite.

I *believe* that scaling would up the number of mobs, but not their CR. I may well be mistaken, however.
