That may be right, but it's hard to take this comment seriously unless you show your work.
I'm not arguing the power of boosts. Draconic reinvigoration is very useful for making sure you can keep using them in longer quests and raids and for that reason I have one myself.
But with its 100 sec ICD most of the time you are getting nothing at all from it. So for a very well-geared character seeking to maximise DPS it seems more like a swap item to me.
Once you get your DR proc if you can switch weapons while moving between targets, so you aren't interrupting your swings, you are getting more damage. As a proportion of your entire damage output it may not be a huge amount, but it is more than you would otherwise get.
Eth's explanation makes sense to me, because it can be a PITA to keep track of the cooldown especially if a lot else is going on. But saying that you're getting less damage from weapon swaps (if you can be bothered to do it) makes no sense at all.

I've tested the draconic reinvigoration vs mortal fear over a hundred times as a khopesh tempest. What I found was that if you want to maximise dps, you would not use a thunderforged khopesh in the first place. You would use ToEE set off hand with LGS vacuum main hand.
The way I play it, I switch to draconic reinvigoration to get a boost or two back before I run into a shrine. And thats me boosting non stop e.g. LE Slavers. Dire charge and DoD one to two shots everything is dead.
It's all about play style. Lazy is not a factor in maximising dps. But it's totally understandable.
For breaking DR yes you switch to TF e.g. LE Shroud, I would use draconic in part 1, draconic in part 2, mortal fear in part 4 and draconic in part 5.
It is an invalid argument because it depends on the situation.
You 30 ish force damage will not out dps my extra haste/damage boost in long quests. And my 10 boosts will not out dps your 30 ish force damage in a 30 second boss beat down (considering you're boosting too)
So save yourself the headache. Neither are wrong. Sometimes you roll a 1 and you die...
So be it.
30ish force damage per hit over a 100 seconds hasted is not even comparable to haste boosted/dmg boosted for 20 seconds.

See, this is the point I think some people responding to my suggestion are missing. I'm not saying 36 force damage per swing is better than getting more boosts. Obviously it isn't, unless your DPS is really terrible in the first place.
What I am saying is you can have the best of both worlds if you are prepared to keep track of the ICD and micromanage your weapon swaps so they occur without interrupting you swinging at your targets. While you are moving between mobs, for example.
If you don't think the juice is worth the squeeze, that's fine, I get it. But it's not a simple matter of choosing between more boosts OR getting the extra force damage, because if you are willing to make the effort you can actually have both.

So, to summarize:
- ToEE & LegGS Vacuum for top DPS
- ToEE & LegGS Other if Vulnerability is coming from elsewhere?
- 2x TF with T3 MF for DR breaking situations
- Swap in Reinvigoration every 100s for regenerating Boosts?
I'm wondering what 'LegGS other' should be here, interestingly.
To summarize, it depends on situation.
If you're running solo and have enough boosts, fighting No DR, then ToEE and Vacuum (make sure you have +28 armor piercing on equipment)
If you're running with group, then TF & ToEE
If you need to break DR then 2 x TF
If you're running long dungeons on No DR, then switch to Draconic for extra boosts (or just run with Draconic and Vacuum) (Draconic and ToEE if with group)
I personally don't make anything other than Vacuum, nothing else interests me.
I Only run ToEE Khopesh & Vacuum when doing DPS tests. I run full time with TF Armor with Draconic & Vacuum. But I boost non stop and everything dies so quick, and by the time im down to 1 or 2 boosts, theres a shrine. Really, any setup, trash dies so quick. It kind of balances out, because ToEE set and vacuum, you run out of boosts and then you have to spend time sitting at shrine or waiting a 100 seconds over a period of time, and for Draconic & Vacuum, you do a little less damage (seriously unnoticeable unless you're DPS testing) but you don't shrine at all which results in quick completions and makes up for -20 melee power and you get around 5 extra boosts on average in for example slavers part 1. It all depends on playstyle. The difference is minimal unless you're that guy who wants to run at 50 hp and do 5 million dps.
