Off-hand Legendary Air-Strike

The way Legendary Air Strike is worded makes me think it would proc when I wield it in my off-hand while throwing shurikens, but after extensive testing on the ship's magefire cannon I didn't see it proc at all.

I equipped the kama in my main hand and hit the cannon a few times and I saw it proc for 3.1k damage. So it's not completely bugged. But still, it say "attacks and spells" doesn't specify if the attacks need to be from the weapon itself.
