No and multiclassing reduces how much a sorcerer increases spell point items

Does this mean if I have a Sorc/Wiz/FvS mix and cast fireball from the Sorc spellbook, then magic missile from the Wiz followed by divine punishment from FvS that the fireball will be cast at a faster rate of speed and faster cooldown but the other two with slower speeds? How about if the magic missle is Wiz SLA? Same applies?

Yeah, the cooldowns and casting speeds of the class from which you got the spell or SLA apply. WHen multiclassing, you'll have several tabs in your character screen under "spells", one for each class that grants you spells. However, I'm not entirely sure about how cooldowns work if you get the same spell from two classes (Like getting fireball from both wizard and sorc), I think I remember reading that casting one causes both to go on CD, so it's not recommended.

As others have stated when it comes to spells with multi-class character, each Class has its own spells. Caster Level of a spell will be determined by the level of that class the spell is prepared for.
So The Fireball will be cast at a faster Rate because it is a Sorcerer
Magic Missiles cast from the Wizard Spell List will be cast as a Caster Level = Wizard Level(s) and not benefit from Sorcerer Casting Speed
Divine Punishment cast from the Favored Soul Spell List will be cast as a Caster Level = Favored Soul Levels (Minimum of 10 FvS levels for DP) and not benefit from the Sorcerer Casting Speed
Now Uska pointed out Spell Point Items. Sorcerer and FvS get a bonus with these items which is +100%. When multi-classing your bonus will be based on the Percentage of your build that is Sorcerer/FvS vs other classes.
Example if you are 9 Sorcerer/10 Fvs/1 Wizard your Percent bonus would be 19/20 = +95%. So a 100 Spell Point Item would grant you 195 Spell points
