Help finish my toon please!

Okay so here's the deal. I took a very long break from the game and I just started playing again. I left my main character at level 8 and I have no idea what I was even trying to do with him. I know I was doing traps with him and using a quarter staff. I'm thinking I was only doing that until I could use shuriken with 10k stars. But I started with 8 intelligence which is why I'm confused. I'd like to fix him without paying turbine points to do so.

Right now I am rogue 5 monk 3
Halfling
Lawful good

Starting stats are
Strength 8
Dexterity 22 with all level ups I believe
Constitution 13
Intelligence 8
Wisdom 17
Charisma 8

Feats I've taken
Deflect arrows
Precise shot
Precision
Shuriken expertise
Monk fist of light

Any advice to get this guy to 30 would be great!

Im not big on monks but what I can tell you is that 30 isn't all that great. I would go for 20 because you can true reincarnate, meaning you start all over again but you gain a passive feat that can stack up to 3 times based on the class you took. And those feats add up, not to mention when you TR once, you can start all dungeons on hard, and 2+ means you can start them on elite, which is a big plus if your not VIP on that character. And finally, I will add in my 2 cents: Heroic levels tend to be more fun than epic levels, but epic levels absolutely deserve a try. Currently, because there is so little content for epic levels, it definitely feels unfinished, as if you were walking through a skyscraper under construction. In addition, there is a huge lack of endgame content for epic levels; we definitely had a bit more end-game content back when the level cap was 20. They're also a bit weird because once you play a quest that is level 20+, character level and power-leveling penalties are removed; supposedly it's because epic characters have a huge range of power, from tiny to colossal, but I think its because there's a lack of content. However, the system has a lot of potential, it's just Turbine is really, really slow at releasing content, which wouldn't be as bad if the content they released was of high quality. Give it a few years, hopefully it will get much better by then.

Depending on how old your toon is and how long you've been gone, you might still have free Hearts of Wood you can use to fix your build; a LR +20 from U19 if you're lucky.
