Secret nerf on Shiradi?

I've been playing alot recently past few weeks, and I haven't seen off of Audience of the queen tea's effect of - Joy with the queen, +10 to all ability scores, and all ranged and spells have increased chance to produced random effects. I no longer see this buff occur, Im not sure wether a ghost nerf on the tea was made, or I missed a change on a release notes page, But I should be able to get such buff, i have 68 Dilplomacy on my main and used to always get the buff till a month earlier, haven't once.

Yeah, this was brought up a while back on a couple of threads and it seems they either reduced the proc rate of Joy of Queen or maybe you need a much higher diplo to make the cut off to get that.
