Is whirlwind attack still bugged?

Ive never used whirlwind attack becuase Ive always hear dit was bugged and doesnt give as much DPS as just straight up fighting does.
Is this still the case?

If so, what exactly is teh bug? are their situations it is better than regular attack sequence?

If it is still bugged, is cleave/gr cleave better for a 2WF build?

If you have any iconic class at all try whirlwind attack and improved feint on a build with maxed bluff. Hit improved feint hit whirlwind... In a harbor quest or something because you aren't geared... Then post what you think about what you just witnessed. Try it unarmed and armed both... Like rogue monk, rogue ranger. PS- invest in Sneak attack damage of course...
