Harper needs Know the angles. Either pull from gnome or scrape some from mechanic. Time bomb is unfortunately disappointing in practice being buggy and low end damage. I would in fact get rid of time bomb ooze flask and thunder stones mechanics and awareness from the tree. Putting those points into assassin going for killer t4 If you cant scrape enough enough acrobat for +20% run speed is very nice too. (3points)

You want imp crit ranged not pierce in feats and opportunity attack not skill mastery in rogue feats. You wont need all this a.p. investment in skills being int based and with the availability of so many random loot items with insightful skill bonuses available now. There are treasures for dps in the assassin tree, and in the gnome tree there is a great panic button crowd control in the form of color spray. Its dc is base? 10 or 16 or 20 idk which. + level + int + illusion modifiers. Mobility should be switched with precise shot shoot on the run with ump precise shot. but that is a choice you can go either way with.

Time bomb I can understand. Why ooze flask and Thunderstone? I've not tried the former and tried the latter, and like it. And awareness - this build does focus a lot of being able to find and disable traps. And regarding a panic button, I cannot feasibly see myself using that. This isn't a solo build in any way. And 'Know the Angles' - where the heck do I get any spell points from? This is a pure rogue.

    Enhancements (80 AP)

    Mechanic (56 AP)
    • Arbalester, Tanglefoot, Targeting Sights, Improved Detection, Expert Builder, Hip Flask
      1. Sharpshooter, Lacerating Shots III, Thunderstone III, Mechanics III, Awareness III
      2. Sharpshooter, Improved Traps III, Skill Boost III
      3. Sharpshooter, Ooze Flask III, Use Magical Device III, Intelligence
      4. Sharpshooter, Fletching III, Leg Shot, Intelligence
      5. Sharpshooter, Rapid Fire III, Sniper, Mechanical Reloader

    Assassin (24 AP)
    • Knife in the Darkness, Dagger in the Back, Assassin's Trick
      1. Sneak Attack Training, Stealthy III
      2. Venomed Blades III, Sneak Attack Training, Damage Boost I
      3. Critical Mastery III, Sneak Attack Training, Intelligence
      4. Killer III

Would this work then, instead? I'm not sure I want to switch out any Skill Mastery feats. The Opportunist feat can only be taken once, and states that it only gives doublestrike. This is a crossbow build.

ooze flask and thunderstone never get beyond very low damage and the stun dc on thunderstone is lower than advertised. It stops working in any kind of tough content. while farming some magic trap part like say from relic of a sovereign past and crafting them with web or glitterdust scrolls provides much much better dc.

On a intelligence based rogue build with decent gear you will be no fail at all search and disable checks on anything you run at or near level. Just by maxing your points and keeping good gear on or available to swap. This makes spending action points a overkill that you dont need. If you have poor gear for trapping by all means invest in the skills but they are only needed for a few tough quests on rogues that are dexterity based usually. As long as you have good gear and remember to swap it on if necessary you are golden!

Spot would be your only reason to invest ap's in trap skills since it is wisdom based. If you or a party member in voice chat know where the traps are you wont need to spot, and spot is always a lower dc than the search d.c. so even a relatively weak spot will usually notify you of a nearby trap or secret door.

The color spray is just a interesting option to try out. It has 3 cc effects it applies in a cone aoe and one is stun which makes the enemy helpless for +50% damage. A int rogue could have a very high dc with it so it might be something to try out on a quest or two to see if you like it.

Opportunist also gives 10% fortification bypass http://ddowiki.com/page/Opportunist. But Skill mastery is a fair option, especially with assassins trick available. skill mastery will help your umd by one and your stealthiness as well. so either way is fine for a crossbow rogue.

Aaaah, okay, I get it now. Sorry if I seemed a bit hostile earlier. Actually, Ooze flask isn't a mechanic core - only Tanglefoot. I switched about the enhancements in the builder a bit, and came up with this:

    Enhancements (80 AP)

    Mechanic (50 AP)
    • Arbalester, Tanglefoot, Targeting Sights, Improved Detection, Expert Builder, Hip Flask
      1. Sharpshooter, Lacerating Shots III, Mechanics III, Awareness III
      2. Sharpshooter, Improved Traps III, Skill Boost III
      3. Sharpshooter, Use Magical Device III, Intelligence
      4. Sharpshooter, Fletching III, Leg Shot, Intelligence
      5. Sharpshooter, Rapid Fire III, Sniper, Mechanical Reloader

    Assassin (30 AP)
    • Knife in the Darkness, Dagger in the Back, Assassin's Trick
      1. Sneak Attack Training, Stealthy III
      2. Venomed Blades III, Sneak Attack Training, Damage Boost III
      3. Critical Mastery III, Sneak Attack Training, Intelligence
      4. Killer III, Sneak Attack Training, Intelligence

Dropped the traps, went a bit deeper into Assassin for extra SAttck dice...Don't really see the usefulness of color spray, but that's just me.

You're missing some pretty important ranged DPS feats due to insufficient DEX: namely Imp Prec Shot, Combat Archery, and Imp Sneak Atk. However, since you're apparently planning to do this on a first-lifer without a DEX tome, that complicates matters somewhat. But I would say those feats are important enough to be worth giving up a few pts of INT.

Anyway, there are about a gazillion Mechanic builds on the forums these days, but let's stick with the pure ones for now:
    https://www.ddo.com/forums/showthrea...arper-Mechanic
    https://www.ddo.com/forums/showthrea...ue-the-SA-king
    https://www.ddo.com/forums/showthrea...=1#post5783405

If you think they look basically the same, just with a few tweaks, you'd be right. The main downside to the rogue overhaul is pure builds have become pretty cookie-cutter...

EDIT: my preferred AP spread is 41-44 APs Mechanic, 25 APs Assassin (max Killer+SA Training), 3 APs Acrobat (Fast Movement), with the rest split between racial and Harper trees.

Even on a first life mechanic you won't have problems getting elite traps and you won't need all those Skill Mastery feats. The new high inside boni to skills on random loot help a lot and stack with the insightful bonus to DEX/INT skills (Greensteel, Skullduggery Kit..just swap in in when needed.) Better get Opportunist and Slippery Mind than +2 to skills. You will hit the dodge cap in epic levels and the dodge/mobility/shot on the run feats won't do anything for you once you got decent gear (+15 dodge item, +6 insightful dodge item, +6 uncanny dode, +2 Combat Archery, +2 guild bonus is +31% to dogde with zero investment into aditional feats, EDs or Enhancements. Yes, the Legendary Brazenband or a random Boot/Belt can be worth more than 3 feats.)

This build will have significantly higher epic DPS than your build, due to the extra feats I mentioned; the drawback is I give up some of the defensive perks of your build, but those are fairly modest. [Dodge+Mobility feats are only worth considering if you have access to Improved Dodge+Mobility enhancements, IMO, which pure rogues do not.] The +2 DEX tome is from 1,750 Favor; might need to do some quest farming, but it's certainly doable by lvl 15, which is when you need it to take IPS.

I've read that gnome & Mechanic Wand & Scroll Mastery will stack, resulting in +150% to your Cure wands & Heal scrolls; but I haven't tested to confirm that. If they do, then they're worth 6 APs, IMO; if they don't, you can drop one or the other. And Fast Movement is a must-have on any pure rogue; trust me, you will notice the difference when you're kiting in earnest.

I'm not sure I want to switch out any Skill Mastery feats. The Opportunist feat can only be taken once, and states that it only gives doublestrike. This is a crossbow build.
The idea behind Opportunist is the 10% fort bypass, so your sneaks land!
