This seems to be the case.
I had just used the DDO Store successfully on Thelanis.
Logged onto Orien to check - no Store.
I tried opening with the Main Menu, as well as clicking a "Get It Now" link. No Store load either way.

Confirmed borked earlier but appears to be fixed now. Guildie made successful purchase.

Yes this is correct, I played Paladins, even pure Paladins before Update 23!!!
