what impacts named loot drop rates?

I was just wondering if character level affects the drop rate for looting named items. For example, I want to farm some bta gear for my level 8 rogue. If I were to use my level 25 wizard instead to farm these items, is the drop rate going to be affected?

Just don't ransack the chest, afaik. The joy of alts is farming beyond a single character's ransack.

In most quests difficulty level is the only thing that affects drop rates. Usually Elite gives a higher chance than Hard or Normal, but some quests make no difference, and very rarely a higher rate on Normal.
Some quests require optionals to be done for a chance at a named item.

Character level only matters for Challenges.
