i am trying to move a toon over from one server to another but when i go to page it gives a "404" error code saying page is not found.

You have to contact customer service to do it. The Character Transfer on the site is specifically for copying characters to the preview server (Lamannia.) It currently serves no other purpose beyond that.

Toss in a ticket using the link in my signature. Once you select the game as DDO, select "DDO Character Transfer" as your question type and fill out the rest of the fields. Right now, character transfers can take up to 5 business days to complete but make sure your character is ready to move once you submit your request.
