Directx box wont let me select between 9 10 or 11 with Windows 10

I have a fresh build of Windows 10 along with a fresh install of DDO, I am running an AMD Radeon R390x 8 gig GDDR5 graphics card capable of directx12, dxdiag shows backward compatible with dx 11.1 11 10.1 10 etc but DDO will not let me select any option as directx box is stuck on 9 and greyed out. I even copied the .ini file over from my other Windows box also running Win 10 and DDO it has the option to change the dx versions within DDO but this made no difference even when running the same graphics card, both are running the same graphic driver from AMD and are up to date.

Go to that link, download and install DirectX End-User Runtimes (June 2010) and it will work once that is done
