Action Bar UI MORE OPTIONS

In previous MMO's that I have played, there have been times where there was an option to reduce the amount of buttons an action bar had or to make the action bar have 2, 3, or more rows making a cube shape instead of a line shape. So, there would be an action bar with like the number 1-3 on one row, 4-6 on another, and 7-9 on another without the number 0 there. Or there would be an action bar with the numbers 1-5 on one row, and 6-0 on another. Would this be possible? It definitely would make for much more interesting UI setups and more convenient for sure.

The option I would like to have the most on our action bars is: "Use this whenever it is off timer".
