Character build

i have a level 20 rogue / 3 epic (halfing) i want to cap this character to lvl 30 and do endgame content in a party im woundering if i have stuffed up my build and if im able to do endgame with this character this is my 1st character ever 1st life 28 point build made before i became VIP. Should i just TR now and if so what class and i want to stay halfing

thanks so should i TR then? or just change my stats is my character grimped?
