Bought an int upgrade tome +1 to +2 and used it. game said it worked but no change

I Bought an Int upgrade tome +1 to +2 from the auction and used it. in the general game dialog window it said it worked but there is no change to my characters stats! I managed to get a screen shot showing the text and the fact that I still only have +1 to my int which I can post if needed.

how can I get this fixed?

open character sheet
go to feats
click on special feats
hover over INT and read tool tip.

you might be too low level to benefit from tome.
