Default Do "+1 to Hit and Damage" Enhancements apply before or after crit multipliers/MP?

Do the "+1 to Hit and Damage" Enhancements apply before or after Crit Multipliers? Thinking after, beacuse of the special "+1/2/3 Damage before crit" enhancements", but not sure.

Also, do the enhancements scale with Melee Power?

Do Monk PLs work the same way? And Ram's Might?

usually, unless it's a number expressed in dice (for example 1d6), extra damage is added to the base damage, just as if you had higher strength for example.

    Nice, thanks.

EDIT: I assume they scale with Melee power too?

    Only weapon dice.
If a weapon states that the dice is:
    2.5[2d6] + 6, then a +[W] or +(W) will add another 2d6 making it 3.5[2d6] + 6.
