Thunderforged Crafting for Dual Wielding

I was wondering something about T-forged Crafting - it seems like for the tier 1 upgrade, 1st deg burns makes a lot of sense for my first weapon - I'm not sure about offhand though. Does the once per 2 seconds limit mean that each weapon can proc the vulerability 1/2 sec, or will it only proc 1/2 sec for both weapons?

And for tier 2, Dragon's edge seems to make a lot of sense, but not sure - does the armor-piercing effect apply the fort bypass to all your attacks, or just the ones with that weapon? Is Dragon's edge still worthwhile for the offhand weapon, or is something else going to help more in the long run?

Dragon's edge works on both weapons. It's a good off hand item.

Actually some single weapon fighting players will put it on an orb and the armor piercing still effects their main hand weapon.
