Really dumb question I've been trying to figure out: Somebody told me in game that Melee Alacrity applies to ranged weapons but I haven't been able to find anything to agree with that. Does anybody know if this is true?
Ranged Alacrity is for ranged weapons. The only thing I can think of that would apply to both ranged and melee is Speed.

I have to believe that it's true that someone told you that, and it's also true that you can't find anything to agree with that. (After all, I have to take your word on that, right? )
However, what they told you is 100% wrong.
Suggestion: Add them to your "Friends" list, with the comment "clueless" (or words to that effect - get more creative and/or colorful at your discretion).
Sounds about right. And droploot Boots of Speed are about the only/best source of that.
How does this build cast spells if only 10 WIS at level 4?

I wasn't trying to be a smart@ss. There are a lot of random generated items that have stats on them. I have run a version of this on the last two hardcore seasons and have been able to either pull one or get one off the auction house for fairly cheap. But you are correct. Wisdom of 12+ is key.

I usually see one or two in the Harbor.
Elemental imbues are all enhancements in the Arcane Archer tree, not spells per se. They cost a few SP to toggle on (10-20, if I recall? It's been a while) but are more like spellsword imbues (Vile Chemist, Eldritch Knight) or other combat stances (Precision, Power Attack, Precise Shot).
Depending on the build, I often forgo (non-Con) attributes entirely until I find a +3 or +4 version. Instead, I chug the potions from the market, as I don't usually see +4 items until level 6 or 7. Most low-level quests only need one or two, so a stack of 100 gets me through to level 6ish
I haven't got an answer to a question I posed in the Gameplay forum, but maybe someone here has the answer. I went ahead an invested in Shot on the Run, figuring it would help with soloing (i move a lot and shoot), but mostly for the 10% alacrity. That bonus seems to not exist, though. Does it not stack with a Speed item?
Also, love this build, and have been having fun with my ranger life using it.
You don't need to ~keep~ the higher casting stat to cast something, just have the value (10+Spell Level) when you cast it. So boost your stat, cast, then you can lose the boost until next time.
With gear, this is called a "swap item", and you can put both your "casting boost" item and your "combat" item on your hotbar, so you can quickly swap between them as you need to.
With potions, drag a stack to your hotbar, and click whenever you need.

If you started with a "10", then almost all Guilds will have buffs that include +2 to all stats - so there's your 12 right there. Those last ~3+ hours of questing, so fairly "permanent", if not literally so.
And you can buy any of the +4 Ability pots under the red tent in the middle of the Marketplace, 30 plat each, 5 minute duration.
As a general rule, most randomly generated items (i.e. chests and end-reward, anything that is not "named" loot) will have a Minimum Level of adjusted Quest Level +/-1. (e.g, Harbor base Quest Level 2, +1 for Hard = QL 3, so ML 2-4.) So, for the Harbor 2's, droploot will be ML 4-5 if you're running Elite/Reaper, or ML 2-4 if you're running Hard.
ML 4 droploot will have +2 to +3 bonuses, so the only challenge is finding one with the attribute boost to "Wisdom" (or Int or Cha, as approp to your caster). Rarely, a ML 4 item will drop with +4 - those tend to be keepers.
You can also look on the Auction House - sort by Minimum Level, key words are (separately!) either Wisdom or "prudent"*. A +2 item should not cost more than a couple k, and often well under 1,000.
(* in the AH, it's "astute" for Int, or "alluring" for Cha**)
There are also several lowbie named items that add +Wisdom. Some are an easier farm than others. (Of those, I'd suggest Kwan's band - ML 2 with +3 Wis, unbound - but there are certainly others.)

Ok quick question. I am lvl 10 and I just picked up the Barovian's lonbow.
I already have and use the silver longbow.
My question us does the extra 10% crit chance on the silver longbow outweigh the Holy 3, Fiery 3 and Undead Bane 3 of the Barovian longbow?

yes, the extra cirtchance does outweigh this.
those 3d6 bonusses are static, they will never change. your base damage however does change and gets higher and higher, making the extra multiplier option more valuable

A question, is there a way to add a level of Rogue to this build? I enjoy the Ranger but was wonder about disable device and open lock.
