There is an issue with Tempest Spine Rune turn-ins. The NPC is mistakenly taking Hound of Xoriat runes instead of the proper Tempest Spine runes. Hang onto the Tempest Spine runes for now (and feel free to use your Hound runes instead if you would like.)
