Lore-wise, NEVER, because that makes those trash mobs significantly more powerful than the EE Incarnation of Lolth the Demigoddess... which is just stupid.

This is a game where there is a "prison" full of epic people and an explorer areas with epic rats. Any semblance of trying to be sensible got tossed out long ago.
When player characters exceed level 100 is when they should hit for over 1,000 (and only a smidge).
This is due to player Hit Dice.
