Silence of the Tasty Hams

The Silence of the Tasty Hams doesn't seem to be working. I have hand wraps equipped when I click on the helm (while wearing it).I see the shadow Weapon effect on the wraps, but when I hit something (a Hill Giant in particular among other things), I don't see the Max HP going down as other with other effect that add negative levels to targets.

It doesn't say negative levels it says negative damage which is different.
