Let's assume that all of the proposed changes go through from the perspective of a tempest ranger:
PRR---old, at level 20, 22 from armor, new, 20. At level 28, was 26, new will be 24. Impact: Very minor
MRR--old 10 from armor, new: 0 from armor. Impact will be moderate, mostly on dots since rangers have evasion.
Crits: Old Khopesh, 30%/4x (90% effective bonus), new Khopesh 25%/4x (75% bonus)
Old Deathnip 30%/5x (120% bonus), new Deathnip 20%/5x (80% bonus)----Deathnip would be 10% +5% from imp crit and 5% more from DWS
Old Ballizarde 40%/4x (120% bonus), new ballizarde 35%/4x (105% bonus)---ballizarde 15% +15% from imp crit, 5% more from dws, it weathers the changes the best IMO
Old Scimitar or rapier 40%/3x (80% bonus) new 35%/3x 70% bonus
Looking at the changes, the gap between khopesh and scimitar/rapier appears to have narrowed significantly, which may make dexterity builds a bit more attractive relatively.
Some of the special crit profile weapons really take a beating, like Deathnip, since they no longer double their extended range AND no longer double your threat modifier. Deathnip based builds may well cease to be a thing.
Looking in comparison to a pally
SOS with holy sword changes from 40%/4x (120%) to 30%/4x, or 90%, (SOS is a greatsword so it is 25% after improved crit)
Falchion with holy sword goes from 40%/3x (80%) to 35%/3x or 70%, meaning that the ESOS probably gets replaced by TF at level 24 and certainly by 26 now.
Melee power: Old 6 from TWF, new 0 from twf, however animations have been adjusted so this MAY be a wash. If hit boxes are fixed, I'd consider it on net a buff.
