No Arcane Spell Fail Heavy Armor?

Anyone no if Eldritch Knight enhancement Light Armory Mastery " total Arcane Spell Failure chance from equipped armor is reduced by 5%" works on all armors? Was thinking of trying a Half Elf 12 FvS 8 Wiz Shiradi build with Warlock Dile for 1d4 fire dmg every 2 secs and taking Heavy Armor Proficiency.

Elf get 15% reduction, Augment 15% and LAM 5% for total 35% needed for heavy Armor if the above works on all armors.


Also side note, has anyone tried Warlock Dile and tested if it can proc Shiradi effects and Empyrean?
