Custom UI ?

I am looking for Custom UIs too look over the old Site (http://www.lotrointerface.com/downloads/index.php) has some nicer ones but nothing has been updated since 2012...is there a better site where the UI authors are now posting?

If not where would I get the various assets and tools to design a new UI?

Turbine will not release anything to help modders make new skins since a lot has changed, with that being said I use the Blackbird skin and it works except for a couple of buttons on the character selection screen. Other than that though no idea any new stuff being made anywhere at all.
