Named Item % Chance vs Toon Level

How does a toons level affect their % chance for a named item to drop in a heroic chest? How many levels above/below the quest's level (on Elite) can you be before it lowers the chance or simply negates the ability for named items to drop?

I know this is true but anectdotally I seem to have named stuff drop well when I am way below quest level--like entering it a couple below level or whatever and pumping it up to elite. Take this with a grain of salt...

As a counter anecdote I've seemed to pull more named loot running quests way over level to finish up favor I skipped than running it at level.
