The coloring looks like the Menechturan, and the only place out there I could see a palm tree being would be around the Windswept oasis.

Only a guess as I haven't ran out there to check myself. (Tho I don't recall any structures out there, so I may be way off.)

I finally figured it out lol. This is in House Kundarak, just up the ladder to where the teleporter is. I saw the pillars and knew it was in Stormreach, but I didn't notice the House Kundarak pyramid top in the bottom left. Good location! Simple but tricky.
