That is not the harbor in it's usual way. First I thought maybe a look from the harbor in IQ but that night atmosphere is making me think Blockade Buster. Or something completely different.

Yes, that's correct! The blockade is supposed to be of Stormreach harbor so seeing it off in the distance makes sense. It's a unique angle of it too.

I usually try to have some level of confidence or check the suspected location before I guess, but let's try this just from the clues for once.

I was thinking that Picture 3 is something like Hiding in Plain Sight but not sure exactly where--possibly by Osgood's Basement (Information is Key) final room?

That was another possibility. There are different ways of reading that hint, depending oh whether the two "places" are both quest or not.

Those look like Spirit Binders in #4 but I do not recognize them. The fire looks like a firewall spell, so assuming only the stalactites are native to the location, it could be in an icy quest like What Goes Up or A Break in the Ice.
